Yes the wheel with the TPS must be mounted on the car to be programmed. To program the TPS there is a procedure you must follow using the DIC and a magnet. The TPS when activated by a magnet sends a signal to a receiver mounted on the car. You have to do this for each wheel. So the answer is yes.

Just program them yourself. Once you get all 4 new wheels and tires mounted use this procedure to train them yourself its easy all you need is a magnet. Or you can buy the GM tool for about $30 (its just a magnet with a hole in it)

If you are having the tire shop train them, then YES, they need the car. I would have them mount/balance/install the TPS, them mount them and train the sensors yourself. You just need a strong magnet to do it. It's done through the DIC. Easy.

Yes just hold it up to the sensor until you hear the horn honk, or in the case of the GM tool (magnet with a hole in it) just slide it over the TPS.
