Default Change a Wheel's Offset?

I am really interested in another set of wheels. Unfortunately they are only offered in stock sizes. So does anyone know if there is any company that can alter a wheels offset?

Your question is most confusing.

Can you elaborate with maybe the width and offset dimensions of the wheels you are considering, and why you feel they need changing?

Fair enough. I am interested in this exact wheel...

But as you can see they are only available in stock sizes and offsets. But I would prefer to have 18s all around. So I am wondering if there is a way to get another set of the 18x10.5 wheels but change them to be 54mm instead of the 56mm that they would be. That way I get 18s all around but still have the correct offset.

Generally speaking, I wouldn't worry about a 2mm difference, one way or the other.
2mm = .079"

However, once you change the width dimension, you also NEED to change the offset dimension to make it fit the car the same.
Because these wheels are so much wider than stock (for the front), you'd actually want MORE than 56mm offset to make them tuck within the fenders the same way a stock width wheel would.

A 10.5" wide wheel on the front of a C5 is pushing the limit. These 56mm will hang out of the front fenders about 3/8"...to fit flush you'd want more like a 65-68mm offset, BUT, I don't know if there's enough room within the front fenders to pull that off either before you start rubbing the inner fender wells.. There may be, I just don't know for sure.

The bottom line is no, you can't easily increase wheel offset. You can effectively reduce too much offset by using spacers, but increasing it is generally not done.

If you're content with the wheels possibly sticking out a little...they will probably fit and work ok on the front. But to fully tuck a 10.5" wheel on the front, you'll have to go with something custom-made.

Yes, if you use spacers to "change" the offset a little, then OK (You aren't actually changing it, you are simply moving the mounting plane). But you can't go the other way, because the only practical way is to remove metal at the very place where it is needed the most. Please don't even think that. And any other way is too complex because it involves changing suspension points. I agree. A custom wheel. That's a bummer, but you need to be super careful.
