ques about 1999 vette.

I believe the 2001s were the ones with oil consumption issues
BTW,
I love my 99..........

I think the '99 was the last year to have key access on the drivers/passenger doors, and in 2000 it was just on the driver's door.
'99, Competition mode can only be engaged by stopping the car and pressing the active handling button on the console for 7 seconds. On the 2001, I think you can be moving and activate it, but I'm not 100% sure about that.
'99 Headlight motors are screwed together. 2001, they are glued together..... The headlight gears in both models are nylon plastic and are susceptible to stripping out......
On a side note, for some reason the '99 seems better put together. Overall, we've had less issues out of it, and it's got about 35,000 more miles.

1) the color combo,
2) the equipment,
3) the condition,
those factors are much more important than the model year.
I've owned five C5s starting from '98 and going to '04. I was amazed at how similar the driving experience was between each of the model years of the C5s. I liked my 98 every bit as much as my 04. I kept my 50th Anniv. 2003, but I would be quite happy to have my 98 back. Personally, I think the 99 is just as good a choice as the 2001.
Best of luck to you with your decision.

Does it have the CLB installed
Have the headlight motors been rebuilt
If not...order a CLB ....ASAP from one of the forum vendors. The GM fix doesn't work...do not rely on it I don't care what anyone says.
Headlight motors...if they have not been rebuilt you will probably need to eventually.
Otherwise...

Good Luck with your New Vette.

Particulary is you have a manual transmission vehicle, your '99 falls under the 'suspect' oil consumption umbrella.
Some simple inspect can ease one's mind i.e. throttle body bore inspection for oil residue. Tail pipe inspection for caked, carbonized or wet oil traces. Rear body panel inspection for oil dropplets. Inspect the engine oil crankcase for oil level ( unless the vehicle has just had the oil changed). Pull a conviently located spark plug and inspect of oil or carbon deposits. And lastly, ask the owner.
I have two 2000 FRCes and a 2001 Z06.
