When I learned to drive it was in the rules of the road book,,for driving any time lights are on,,you give a quick blip of the "brights" when overtaking. I believe in Europe,,that you can get sighted for failure to do so!! You can get sighted for driving in the left lane ,,and not overtaking. You are OBLIGATED to watch your rear view and MOVE RIGHT if some one is moving up on you!!! WISH IT WERE SO here in the good old USA!!!
Here's the scoop! Install any fog lights you want. I happen to have the PIAA 1100x driving ights, which incidentally are brighter than the low beams. When wiring them in, you tap into a purple wire for power to the lights that is coming out from under the fuse block in the engine compartment. This wire goes to fuse #39. If you have never fooled around with your fuse block, the factory fuse and foglight relay were already installed by the factory when new and are already in place. Next you need to obtain the factory trunk/foglight switch that goes into the left side of the dash. It will just plug in with no problems. If you've installed everything as I've explained, you now have flash-to-pass lights. They will operate anytime you are driving the car, regardless of whether the foglight switch is on or not. If you are driving with the headlights on, then your hi-beams will be your passing lights. But anytime the headlights are down, your foglights will be your passing lights, whether or not they are on. It will not matter. They will operate just like factory. It's nice that GM installed the same harness in Z06's. It's probably just easier to inventory and install just one harness.
Good info striper. Does the purple wire go to a connector so it's possible to use the factory front harness with fog lights? I had the front of my car apart but can't remember if there is a fog light harness or a combined harness.
It's good to know I do not need to have the feature turned on in the BCM. When I installed the TPM I had to get the dealer to turn that feature on for $55.
I am concerned that the factory driving lights are not easy to see in the daylight behind the Z06 Mesh screen. Does any here have factory fog lights that are much brighter than the stock bulb? If so what did you install?

I installed HID 880 bulbs in my fog lights and you can't miss them.
I have everything connected except the power. My shop manual shows two PPL wires connected to the grey distribution box for the fog light power C1 and E4. If this is correct I need two GM terminals. I found a PDF which shows a bunch of GM terminals and the one I am ordering is OEM #12066214 (18-14 ga wire) from my local dealer for $10 (pack of 10).
Update:
I ordered the GM part 12066214 Which will fit upto a 14 ga wire. The factory installed fog light uses a 16 ga wire. This terminal crimps on the end of the wire to the power wires and ground wires. They both use the same connector. To connect the ground was simply to crimp the terminal on the wire and push it into a open slot on the ground block. I did this on each side of the car. The ground block is behind the hood bracket. For the power it was the same crimp the terminals on the two power wires then push them into the correct pins C1 and E4 on the "White" colored block (see pic below). It is the one facing the drivers side on the end. I remover the block then pulled the blue plastic piece which keeps the terminals from pulling out it is on the side of the block. Then inserted the two terminals (see red wires) then reinstalled the blue plastic back into the block. Reinstalled the block in the fuse box and reconnected the battery. Tested and the lights came on as they are suppose to. Flash To Pass is now installed! I had to wait until night to adjust the fog lights. I found that if I pushed the Z06 front brake air ducts out of the way I can reach up and adjust and or clean the fog light lens.
