Here's some stuff that's in your range
1. Some stuff to wash the car (already mentioned)
2. Window Valet (Great if he has a coupe or convertible, it lets you put the windows up or down from the key fob and retain accessory power for longer.)
3. HID lights. JWMotoring (a forum vendor) has kits in your range. You could probably get him a set of low beams and fog lights.
4. Some Lloyds mats to dress up the interior a little bit.
5. Some accessories (keychain, shirt, jacket, etc.)
6. Interior and exterior LED lighting upgrades.
7. New shifter ****
8. iPod2Car cable (allows you to connect your ipod directly to the factory sound system,)
It would help if you'd post up a little more about his car. Is it a targa, convertible, FRC? Manual or automatic? Does he take it to the track? Does he drive it fast? What color is it? A lot of shops will do gift certificates for oil changes, another good gift idea.
Also, if you want to get a few more ideas, look over on the left side of the screen (it goes all the way down to the bottom) and you'll see a list of forum vendors. A lot of them sell stuff in your range, just click on their logo. You can also click on the "store" menu at the top of the page and select C5.
I would get him the Window Valet. Its right in your price range and he will be absolutely amazed. Its so easy to install you could do it yourself for him and then surprise him. All you have to do is plug it into the port right under the steering wheel. My 87 year old grandmother could do it. Then you just follow the directions to configure it how you want it.

While it will cost more than $100-150, a Vette Essentials center console lid would be an awesome gift. The armrests are pretty too - I just bought a set of them for mine and they sure help out with the comfort of your elbows.
ok sorry i am lame... what are HID lights? haha forgive me....
HID stands for High Intensity Discharge. They use Xenon bulbs to create a much more powerful beam that appears either white or various shades of blue or purple depending on the temperature you choose.
Here's some horrible quality iPhone pictures of two of my nearly identical C5's. The one on the left has the factory dull yellow halogen bulbs and the one on the right has 4300K temperature (pure white) HID bulbs installed. It makes a huge difference driving at night. I've also done my fog lights in HID's since these pictures were taken, but I don't have any shots of those right now. Please excuse the terrible pictures, but you get the idea.
