I'm at a loss trying to find where I can buy black electrical tape that won't soften from the heat under the hood.
GM uses it on all the wiring looms and it doesn't come off.
Everything I've tried comes off after a short time, it just won't stick.

Go to the auto parts store (or maybe Radio Shack/Home Depot/Loew's)and look for self-vulcanizing electrical tape. It is sold under a variety of brand names. It has NO adhesive (it has a thin plastic backing that gets peeled off), is a bit thicker than "normal" electrical tape and quickly bonds to itself when used properly. The only requirement for use is that you MUST stretch it a little when wrapping it around the item/object, so overlapping is important. It's the stretching that "activates" the self-vulcanizing aspect of the tape. Btw, it only bonds/sticks to itself and it bonds quickly.
It is more expensive than regular electrical tape but remember that you HAVE to stretch (I stretch it approx. 40 to 50%) it to apply so it goes further than you may think. I have seem prices anywhere from approx. $6.00 to $9.00 a roll. It withstands typical under-hood heat very well but it is not a silicone high-temp tape. Once to try it you will like it.
Btw, after being installed for several hours, you cannot peel it off. It remains flexible but to remove it you must cut it off.

Reason: additional info/typo - ugh!
I always use silicon tape. It bonds to itself and once cured, is heat resistant and waterproof. This may be the same thing that LoneStarFRC is referring to. Not sure though.
