The Seats are in fair condition.... passenger is in good shape, driver is worn but not ripped..... to my liking though I would probably reupholster it.
you will just have to see where he falls on price. Would it be great to get it for 12-13k...sure.....!! Will that happen....probably not....so you have to decide if itz worth 14-15k to you. If it makes you happy....go for it. It is a good value and you will enjoy it.....hopefully you will get a smokin deal to go with that!
I'm sure there are lots of vettes in HB, cali and that will effect local prices, but I couldn't find one in my area for nothing near that kind of deal. I did find a few in other parts of the country that were pretty good deals but by the time I took off work and traveled to go get it, cost was back up to prices in my area.
Around OP's area no way should he pay any more than $13K. Anyone on the East Coast holding firm at $15K for a '99 with nearly 60K miles and good but not outstanding condition will sit on that car forever...
...especially in this still declining economy. Corvettes are toys and nobody is buying expensive toys right now. A dealer told me the only Corvettes selling right now is cheap stuff with miles. Typical buyers are more concerned about whether they will have a job.
It might have brought 15 or more last year but that was before the melt down
Bought a very similar 99 two months ago. Shopped for a long time until I found a car that I wanted and seller who was very motivated. In my area that car would be worth $13-$14,000. Tire condition would be a factor.
I just took wagon wheels off and replaced them with polished aluminum five spokes obtained on CraigsList for $250.
I agree with the comments above, about how many sellers price theirs too high and then continue to try and sell them for months on end.
I made a bid on a high mileage C6 which was turned down. A month later they had dropped the price below my offer! Too late, I already found my C5.

Everything following assumes this car has excellent service records and you can spend some time with the current owner's mechanic getting a real good feel for the car:
Time is money. If you can get him to $13K jump all over it. Yeah there might be a $12K one out there somewhere that's as nice, but the hassle factor of looking, traveling, etc. for a deal that MIGHT be made is not worth it for at most $1K savings. You should have ZERO buyer's remorse even at $13.5K. Now you may not be able to enjoy it much over the next few months, but you should be able to have some fun with it -- and you can beat the mini price recovery that typically occurs in the NE every spring.
With an older c-5 Its all about the condition of the car. A nice car like that would bring $16000 to $18000 around here! [outer banks].
I'd buy it cause its RED!
