Any hardware/woodworking/home improvement store. Reason for garnet sandpaper is that it will not grind/cut into rotor material.
You just want to remove the surface glaze.
It does not sound like they are Glazed, thus using sandpaper you speak of, your ROTORS sound waroed and "NP" amount of sanding will change that!
The swap of rotors is really easy on our Vette's and there are plenty of options from stock to you wildest dreams!
my suggestion is PM Gene Culley @ GM Partshouse and get a set of Drilled and slotted fronts and rears and call it a day - New Pads too - GM C5 Z06 work great for this app

I recommend HAWK HPS brake pads, stop like ZO6 pads but dust much less and BrakePerformance.com rotors (get zinc plated if getting slotted and/or drilled/dimpled).
