The first pic reminds me of a trip I made last summer. Had one of those smart cars stuck to my rear at 75 mph from San Antonio to Dallas. He probably went to the smart forum to say..... "hey I hung with a vette on the highway".

I don't know... Looks like it would make a great "spare" for someone with one of the larger 4X4 trucks. 
I have passed a few on the road over the past few weeks here in Austin area. They are OK, just really small. Having rode a Motorcycle for many many years, I would be concerned about a car that small being ignored as well as the motorcycles are.
