Doors will lock/unlock with the Fob and with the door controls. When I walk away with the FOB, the horn honks, but the locks do not function at all.
Any ideas?
Are you using the remote with the passive switch on or off? That's not important. You can try sliding the passive switch back and forth quickly several times. It will clean the contacts and hopefully take care of the problem.

what's strange its the car honks when i walk away like it normally would, but it just doesn't lock, however it will respond to "active" commands.
Are you sure it's not locking and then unlocking when you walk back up to the car? If the horn honks, that means it's receiving the signal from the remote. I don't see any difference in the signal from the remote lock button and the passive feature.

To test, i walked away with the keys until i heard a honk, set the keys on the ground and walked back to check. The door was unlocked, but the car would go into alarm mode when opened.

The passive/active system on my 99 was a crap shoot at best. Cleaning contacts and a new battery is helpful, but not always a fix. GL I just turned mine to passive, always.

Probably really obvious, but are you sure the door is locking properly just using the lock button and not the passive entry function? Door locks failing are one of the more common problems with C5's. Try turning off the passive entry function with the car unlocked and lock the car using the lock button on they key fob then check to see if it actually locked...
You got me on this one. I can't see anything that would let the horn honk but doors not lock if they are locking with the remote lock button. Same receiver, same wiring. If you find it, please post back what it was.
Try this, have someone else walk away with the remote and see if they are locking and then unlocking very quickly. If so, maybe the fob is being detected quickly after the lock and then unlocking the door as soon as it locks.
One other thought, you don't have a second fob near the car that it could be detecting and unlocking the car do you?

The door will actually lock on active command. I tested 3 seprate door modules to confirm thee relays were not the problem

it's a possibility, there are 2 FOBs on the keychain. I will try just a single one keeping the other out of range.
Mine was acting strangely, too, after having the battery disconnected for the winter. The owner's manual says to re-sync the fob to the car by standing next to it and holding down the LOCK and UNLOCK buttons on the fob for about 7 seconds. The horn will honk to let you know it's synced.
I was wrong, its a 2000. But still it should not have it. Best I can figure is it's a transitional car. I cracked open the FOB and re-paired it but it still does not lock when it honks when I get out of range with passive enabled.
