Hid fog light help please

Hid fog light help please
How can you tell if my hid fogs are burned out? I checked all the wiring and the fog light fuse. I can here something click when I turn the fog light switch on, sounds like a relay. Would one of them not working cause both of then not to work?
Any help would be appreciated.

If it is not a fuse, or a relay, one should work unless they are both burned out.
I had one burn out... the other worked.
Do yo also have HID headlights?
IF you do test the ballast running the headlights if the hadlights run off the foglight ballasts the ballasts are ok and have power so the prolem is between the ballast and the bulb
