had to pull my drivers headlight motor to replace the gear this weekend and while I was under the hood I noticed the radiator hose was sucked flat (see pic). I assume this is not normal and that I need to replace it but wanted to check with the group. car runs fine and the temp stays below 200*. I do track this car though and my next event is 9 days away.

Your cap is good. Otherwise it wouldn't hold the suction pressure.............
My car did the same thing last year. Check your fluid level in the plastic overflow on the passenger fender. (Must be cold, let it sit overnight) You will find it is a little low. Top it off with distilled water to the full mark or just a touch above. Your problem should go away..........................
My car burped out some fluid at a track day. And I forgot to refill when i got home, the next weekend I saw the same top rad. hose sucked flat, because it was sucking the fluid back out of the overflow as it was designed to do. Which caused a low fluid level in the overflow tank, and excessive suction pressure.
Top her off and your good to go.
P.S. It could mean you have a coolent leak somewhere, check your weep hole on the bottom of the water pump.
You have a blockage to the resevoir and or your radiator hose is soft from deterioration (age). As the coolant cools it creates a vacuum. The radiator hose (particulary the bottom) should have a re-enforcement spring.
