Can he? well yes. Legally? well no.

My 4 runner weighs 4800 lbs and has a tow limit of 5000 lbs. They wouldnt even let me rent a trailer to tow the vette (which weighs 3100 lbs?) if I needed to.

So ya, I would say he could tow the boat . . . .at least once

I'm thinking it would kill the clutch for openers!! On MOST of the H.D. pickup trucks with the highest tow ratings are autos!! I wouldn't try it!!

I pulled my 18 ft Bow rider ski boat with my 97 Z28 6 speed,I pulled it probably 10 times or so about 20 miles round trip each time.I got some strange looks,I no longer have the car but I still see it from time to time.Would I recommend it? or would I do it again? no way!!!! But a 23 footer? the guy is just flat out lying that tongue weight is half ton territory at least, besides towing is all about stopping getting rolling is the easy part!!! I'm officially calling
