Here's a TSB that was issued on this problem:
"Vehicle is Difficult to Fill with Fuel or Filling Station Pump Shuts Off Before Tank is Full (Replace Tank Filler Hose) #04-06-04-031 - (Apr 22, 2004)
Vehicle is Difficult to Fill with Fuel or Filling Station Pump Shuts Off Before Tank is Full (Replace Fuel Tank Filler Hose)
1997-2004 Chevrolet Corvette
Condition
Some customers may comment that their vehicle is difficult to fill with fuel or when filling, the pump continuously shuts off before the tank is full.
Cause
This condition may be caused by back pressure within the fuel filler hose. This back-pressure trips the fuel nozzle prior to filling the tank, or results in a hard to fill condition.
Correction
Replace the fuel tank filler hose with P/N 10353139. This new hose has been redesigned to provide smoother flow conditions within the section. Use the procedure listed below.
1. Raise and suitably support the vehicle. Refer to Lifting and Jacking the Vehicle in the General Information sub-section of the Service Manual.
2. Remove the left rear tire and wheel.
3. Remove the left rear wheelhouse panel.
4. Loosen the lower hose clamp through access hole in body using ¼ drive ratchet and extension.
5. Loosen the upper hose clamp.
6. Remove the fuel tank filler hose.
7. Install the new fuel tank filler hose.
8. Tighten the upper hose clamp. Tighten the fuel filler hose clamp to 4N•m(35 lb in).
9. Tighten the lower hose clamp through access hole in body using ¼ drive ratchet and extension. Tighten the fuel filler hose clamp to 4N•m(35 lb in).
10. Install the left rear wheelhouse panel.
11. Install the left rear tire and wheel.
12. Lower the vehicle.
It's the handle itself or a filter change on the pump.
If you look at the bottom you will see a little hole. When the gas kicks back and gets into that hole it shuts the handle off. What may have happened is the station changed their handle on the pump and it started shutting off on you. The gas goes into the tank and sometimes the design of the pipe that goes into the tank will have a bend that makes the gas kick back into that shut off hole. This is why people will turn the handle to the side. This is a common problem with a lot of cars.
Usually stations pumps are set to max of 10 gallons per minute (I think that is what it is) and the other thing that may have happened is they changed their filters on the pump. So before you may have been pumping 7-8 gallons a minute so the pressure wasn't enough for the gas to kick back and shut the handle off.
OP listed at least 4 different gas stations he has the same problem with, all 4 (and others he's tried) have the same pump filter/handle problem...at the same time......idk.....
What I do it rotate the entire handle 90 degrees and it pumps fine. I find if I move the handle towards the rear of the car it pumps with no issues. Not sure why... but it works ok for me.
Toque
same here (not pump upside down)....always done it since day 1.
not a big deal to stand there and hold it since i only have to fill it up maybe every 2 or 3 months.

It's really not the station but the maker of the pumps and handles.
There is currently two major pump manufactures that supply pumps, Gilbarco and Wayne (might be smaller companies also). You still might find an old Tokheim around but the company is no longer in business and these pumps are being replaced because of PCI compliance.
Filters on premium pumps dirty up very fast. If you ever fill up with premium and you find yourself saying "this pump seems slow" that means the filters need to be changed. I tend to let the station know that their filters need to be changed and if I go back and they are still slow, I won't buy premium there. Just a bad sign.
I find that if the pump keeps tripping off on high flow, I back the nozzle out an inch or so from fully in and lock it in at the medium flow setting. Has worked every time for me.

I took mine in for this TSB fix a few years ago. Was replaced for free (warranty?) and SOLVED THE PROBLEM! Haven't had to top off since.
I've had this problem for a couple of years now. Last December I took my car in to the dealer, it's still under the extended warranty. I even provided them with the TSB. Even though the car was still under warranty the dealer said they can't just replace parts because the customer says there is a TSB, they have to be able to duplicate the problem, and ask me if they could put gas in the car to try and duplicate the problem. I agreed. They put 10 gal in the car with no problem (It was Dec. in Mi and was about 20 degrees) it doesn't seem to have the problem in the cold. So they charged me $4.95 a gal for 10 gallons plus an hours labor and it's still not fixed. So just because you've got an extended warranty and there is a TSB out on an issue you're having a problem with don't assume the dealer will fix it under the warranty. I was going to this dealer for warranty things since I bought the car new, but I have since found another dealer to go to for warranty stuff.
