It is your flasher relay, It is up behind the 4 way flasher switch, The best was to fix this is to get a LED Hyper Flash relay from JWMotoring a forum vendor, You can sometimes fix it for a bit by hitting the flasher switch on the dash fast about 10 times.
Mr.Bill
The flasher switch and the emergency flasher are one and the same switch. Switch is located behind the button you push to operate the hazard flashers. Can you say "some disassembly required"? Here is a link that explains the process in detail:
Had the same problem with my 2000 vert 3-4 years ago. I installed the flasher bi-pass cable you can buy from several forum vendors and all is well 4 years later. $60 and 1/2 hour makes a it easy to choose the bi-pass cable!!

Everything will work just like factory, The hew bypass flasher just plugs in under the dash on the drivers side, And if you go LED lights you will be set.

glad I found this link, I've been dreading pulling my dash to install a switch I had sitting in my truck. I just did mine, took like an hour
can't believe i've been beating on my dash for like a month whenever I had to turn
