Yes you can. Just press edit and you'll see "Delete". Press it and you'll get several options. Of course you can always PM a moderator to do it for you.

In theory you can delete a thread before someone else has posted, although I've never had any luck. Once there's a reply that's it unless a mod locks it.
You can always delete the content but the title and the thread will remain.
As itzza427 says, there's a delete function for a post in edit.
