I'd like to believe that Chevrolet would have engineered the LS1 to be able to operate at this temp level without having to retune the factory settings.

Well your more than likely right Alex. My 2003 runs about 210- to not quite 220 degrees even in these dog days of summer, with the A/C on and stop and go traffic. And lets face it, if it's not broke, don't fix it !
Have you checked for debris between the radiator and condenser? Remove the cowl on top and inspect between them. You may have material build up. Compressed air and a lint brush from Home Depot works well. Never use a brush to go up and down on the fins, brush along the fins.
wow, just cleaned between the radiator and condenser didn't seem to be to dirty but my baby is running 10-15 degress cooler. was runnung 220-235 around town! that brush worked great Thanks:
First off I LOVE my 2003-C5. But, the C5 is truly a bottom-feeder. Thanks to the jerks that do now know how to mow their yards by sending the grass clippings onto the roads. A large mass of it had sucked up to the top of my radiator. My air compressor and about an hour of work cleared it all out. I can safely suggest my 'running-hot-in-traffic' problems are completely history !!!! Thanks for the info !!
I did not lift my car but I did take my washing brush to the radiator from under the car as best as possible and didn't notice any difference in temps. I didn't see much of any grass in there. Just some light dust. I don't know if an compressed air can will do much in my situation. I'll attempt to get the front off the ground this weekend and take a peak.
Standstill temps will also vary based on road surface. Asphalt tends to generate far more heat specifically from it's color, design and density compared to concrete. When sitting on concrete, the fans are sucking very hot air from the road surface of the which in the case of ashpalt can gete as high as 150 in the houston sun.

Alex, I forgot to mention that I put mine up on ramps before I could get under there and do a proper inspection of the whole deal. Twice I thought there was no way more stuff could come out but I was wrong. Stuff just kept coming out.
Now I would say that is too high, In 100 degree heat going 70 with the air on I run around 205
In our humidity and heat here in FL, at highway speeds daytime temps in the upper 90's I run between 196-198, AC on... pure stock. In the evening hours it settles to 196.
Well its hot in South Fla. I put in a 180 thermostat. My tuner has the fans come on at 200 degrees. Car never gets hotter than 207 degrees no matter what the conditions.
