Is this on a Corvette? If not, is this a rear or front drive car?

Frozen caliper?
Did you do a brake job recently? Often times, while pushing the pistons back in their bores dirt or debris will have contaminated the bore and cause it to hang up.
Happenned on my Dodge van this spring. Froze up so hard that the brake pads started smoking.
