how about Glass Plus, a lint free rag and some elbow grease! mine come out perfect after 2 or 3 hard wipedowns. then again i have never turned on my wipers in 8 years.
I bought a kit with cerium powder from Caswell a few years back. It works awesome and there is enough powder in it do do many windshield. It works very well.
Get some old blankets and mask off your car in case you sling some of it around using a buffer. It's very abrasive and it dries like clay.
I have used Diamondite kit to remove vertical scuffs from side windows (that come from dirt in between the glass and the seal). It doesn't actually polish the glass, but it removes the gunk on the bottom of the scratches and then adds a layer of wax like substance to reduce distortion. It works for a year or so, until the scratches collect dirt again. It's not good enough for windshield though.
The wiper scuffs can also be reduced a bit by very thorough cleaning, but the scratches themselves can't be removed without distorting the glass.
