No. Forum vendor would have never hit my credit card at once (especially after I cancelled the order) and then not shipped the goods for 18 days. At least no vendor on here I ever did business with ever charged my card until the day they actually shipped what I ordered. I can't remember how I found the seller except I Googled Depo lights and he popped up.
They are really good looking lights, exactly the same as I have seen selling for three times what I paid for them.
I'm going to keep emailing the company as long as it takes for them to respond.

COD and they refuse, you are out the shipping & COD charges. And, if sent with delivery confirmation, signature required, they refuse to sign and you are out the shipping and fees.
Don't be surprised if they turn it over to a collection agency. Which could wind up being a PITA to work out.
I would just document everything and wait for them.
