Every since I've had the car the parking brake will barely keep it from rolling, has to be stopped first, and sometimes it will still roll.
Seems I read somewhere (might have been here) it's not that the parking brake shoes wear out, but some L brackets bend, making enough slack in the cables to not pull the lever over enough.
I looked for these brackets the other day while doing the muffler install, but did not see them.
The brackets you mention are easy to find. Just follow the emergency cable lines to the back side of the hubs/rotors.
More often than not, bent brackets will not be the problem.
The star adjusters need adjusting.
Most don't want to go through the trouble of taking things apart to get to the star adjusters, or just don't know how.
Job requires you to remove the wheels, calipers, & rotors.

Star adjusters are your answer. If you have ever done drum brakes, you should know what to do.

I don't have the measurement devices to determine the tolerance stated in the manual.
I just adjust them so that the disc is easy to get off/on.
Usually I get them too tight, then I swear at it - manage to get it off and back it out a notch or two.
I held off adjusting mine untill this last fall.
I was installing my Z axles w/new boot kits. I figured I'd kill two birds with one stone.
I like having my emergency brake back at full lock.
