Some companies use hollowpoints for their match-grade ammo (for every last bit of accuracy). Black Hills comes to mind (and others).
But yeah, generally they're for maximizing expansion of the bullet which creates a larger wound channel. You don't use hollowpoints for plinking or target practice usually, they're generally for self-defense ammo. Especially given the cost of most good hollowpoints.
I found that some hollowpoints would come apart when flying at warp speeds but when I went to ballastic tip bullets, no more problem and accuracy was very high. In this case, it was on a .22-250. I also use them in .221 and .270WM
Bought my '99 on Feb 6, 2006 with only 1658 miles on it. It still had the paper dealership advertisement rear plate attached. The rear license plate surround, rear shade, net and net hardware and the license plate bolts were all still wrapped in their original plastic and unopened. There was a set of unopened chrome tips in a box stored in the center rear compartment along with the CD changer, also unopened. It looked like no one ever drove or even sat in the car, not even any dust inside of it.
Don't know about tracers but they have two different tips...blue and black. My first thought was they were Nosler Ballistic Tips but they most likely won't come in different colors for the caliber. OP, what is the caliber of the shells? They look like 7.62 but might not be. Where did you buy the car?

It's the civilian version of the SS190 AP round.

No problem. I was a Weapons Sergeant before crossing into Intelligence so I'm pretty familiar with just about everything out there both US and foreign.
These are 5.7 "cop killers" as they are known. The ammo and guns are still legal but rare. These will most likely be outlawed someday. But, wow! I love to shoot, going today actually, but I keep better track of my munitions!
