Default A/C blues

Hey forum;
I have been working on my 98 coupe for some time now. After charging the system I noticed that once I put the proper amount of 134a in the system my ac clutch still would not kick in. I hooked up my scanner and;
P0530 A/C refrigerant pressure sensor circuit

P1545 A/C clutch relay control circuit a/c pressure

after reading extensive post here on the forum I havent found a sure test to rule out a hydro lock/ burnt compressor. Now I am presently working on what I believe to be OAT sensor, but when I follow form post to locate the 2 wire terminal I realized the orange wire is hot event without the key in the ignition.http://s974.photobucket.com/albums/a...t=43d2021b.jpg
