Perhaps a defective CLB.

It's impossible for the wheel to lock with a CLB installed.

think about it... the lock motor is not even plugged in, how in the world could it operate to lock the wheel?

OP If you would take the time to fill out your profile and give us some info about the car (year, manual or auto, mods, etc) you might be able to get some assistance.

What exactly prompted you to install a CLB? Describe the symptoms and what led up to them and all the steps you have taken since the symptoms first occurred.
The OP's profile says he has a "1999 Suzuki 1000".... I assume it is manual. Sorry, I had to.

Speaking as someone who recently had the same issue (mine is a 2000, auto), I would suggest doing what ever 8vette7 says...heck i would fill my windshield washer with Mt Dew if he said it would help. In other words he knows his stuff.

If you installed the bypass, and the column still locks, then you must have connected it to the wrong harness.
Hope your airbag doesn't deploy!
