According to the video the covers reduce the heat.
I used the Duplicolor kit on my Xterra and even one coat looks great and lasts. Kit comes with a cleaning solution and yes, the infamous flux brush-not sure which covers more, the paint or the bristles as they fall out of the brush.

They probably reduce the heat coming off of the caliper because it acts as a buffer but behind the covers the heat has probably built up to higher temperatures like you said.
I looked real hard at the caliper covers because I couldn't afford the powdercoating and the labor costs but as others have stated "they just don't look right". Due to this thread, I bought the DUPLICOLOR Kit and painted mine Red. I am very satisfied on how they came out.
