If you want a supercharged Z06 and the install was done properly it does not sound too bad. Lowered on lowering bolts just means longer bolts were installed to lower the car a little further than it could be lowered with the stock bolts. A stock alignment will give tire wear on the edge. A 4 wheel alignment that is not so aggressive will take care of the tire wear problem. Do you know if the bottom end, cam and valve springs, push rods, etc., and clutch were replaced with stronger ones to handle the extra power?
I have a relatively stock 2002 Z06 with long tube headers and Borla exhaust. At 30 MPH in second gear on dry pavement I can step on the gas and spin the rear tires. The extra power from a supercharger will not really do you any good until your speed is up quite a bit as the stock Z06 has more power than can be used at lower speeds on the street. For the track or drag strip it is another story.
Seems too high to me unless you really want a supercharger. The supercharger decreases the value of the car, not the other way around. I would try to get the car for under $20K, but I would do a solid inspection on the engine and make sure you know the details on what they did (proper documentation!) If you goal is to find a Z06 with a supercharger, then I might pay more. You obviously couldn't buy a stock Z06 and modify it to this level for this price.

No, it scares away most potential buyers. You have to assume the car was driven hard, and you have no idea how well it was maintained. If I were buying a supercharged car, I would want to have a $5K buffer in the bank for the first 6 months or so just in case something major goes wrong. I would also do a very detailed inspection done by someone who is an expert on supercharged LS engines.
Do you know how many miles have been put on the car with the blower?
You mentioned service records... Try to get every bit of info you can about the car, reciepts, call the local dealerships to see if they have any records matching his VIN. Even run a CarFax if you haven't yet. All this can help you make your decision on the car and it can be a big help with the resale down the road!
I am going to pass on this car. After talking to him in person for 5 mins I can tell he is a complete idiot. I asked him "so has the major services been done yet on this car. Items like plugs, wires, belts, etc...". He answers "yes the TIMING BELT and everything has been changed already. I take really good care of this car and it is a 600hp beast".
In my head, okay your an idiot and your car is way over rated.
