Well there are several different things to look at.
1. Do you have the original plastic gears in the headlight motors or have you changed them out with brass?
2. Do you hear any grinding noise - it so then the plastic gears may be warn out.
3. If the above system is ok then do an experiment. Turn on your daylight sentential and then place you hand over the senor or drive into a dark garage. If the lights raise up then its your multi-functional switch.
4. If none of these are your issue then it may be the controller box.
There is a **** on the headlight motor.
Try to turn the **** to raise them manually.
(BTW this will also works in an emergency, if failure occurs on the road)
If they raise when you turn the **** and lower when you turn it the opposite direction, then you know the gears are ok. I doubt both gears and/or both motors would fail precisely at the same time.
