You can help reduce your camera shake at night without flash by kicking your iso speed higher. Chances are you are shooting at iso 200, maybe 400. Kick it up to 800 or higher if you have the settings to help reduce camera shake. Better yet, yes put the camera on a tripod.
If your camera has the vibration reduction mode (most new point and shoots now have that option), turn it on if you are hand holding. It generally gives you about 3 stops higher shutter speed while hand holding to help reduce bluriness due to camera shake.
AWESOME Pics, robbyd831 looks professional, WOW. What city is in the background? I have to find a spot on the lakefront in Chicago to catch a photo like that.
This one is not the best and I missed the perfect twilight pic by about 5 minutes, but was able to catch some of it.

Take it to the Planetarium parking lot.. I take many vehicle shoots there.
