Its called the "Folding Top Stowage Compartment Lid Protector"
Like you mine has seen better days. I've tried Mothers "Back to Black" but its only ever a temporary improvement.
Heres the procedure to change it:
Using a heat gun heat the protector/molding to soften the adhesive.
Lift upward to remove the protector.
Remove all old adhesive from the lid depression by using 3M™ adhesive remover P/N 8984 or equivalent.
Clean the surface with a 50/50 mixture of isopropyl alcohol and water.
Dry the surface with a clean cloth.
Installation Procedure
Using a heat gun preheat the adhesive on the new protector.
Peel the backing from the protector.
Position the protector inside the lid depression with the ends of the protector flush with the forward edge of the lid.
Press the protector firmly into the lid depression.
