Alternator Pulley Cap?

Default Alternator Pulley Cap?
A friend of mine brought his 04 vette over so we could do some trouble shooting. When we were finished, he noticed that the alternator pulley was different on my 04 CE. Mine has a 1.5 inch extension in front of the pulley. This appears to be a dusk/moisture cap. Can anybody confirm what this is? I'm also curious why my 04 vette has this and my friends 04 vette did not.

It was added to the A4 cars, It is a clutch, I believe the 6speed cars don't have it.

My 2003 AE, MN6 has the cover. I figured it was just a poor attempt of an engine "clean up" by GM

Thanks for the reply. I did some further searching on the internet, and it is a clutch, or as listed in the parts catalog, decoupler pulley.
