Grand Am and NASCAR are tied at the hip. Although they are to independent series Grand Am is a partner with NASCAR and I believe that if you do some searching you will see that NASCAR has a large controlling interest in the Grand Am series.

Near as I can tell the teams are using the neon to identify their cars during the night time sessions. For spotters etc. while the cars are in the darker areas on the track.
