Why would it be illegal? You only have high beams on when there's no oncoming traffic, so why not get the most illumination as possible? Mine work this way.

I doubt 4-Hi is illegal anywhere however...... there are a lot of obscure laws that may make the HIDs illegal depending on what housing, lense, color, etcetera etcetera etcetera......

Well maybe someone will chime in that really knows specifics
My wife's Acura TL came with HID lows and Halogen highbeams. On highbeam they are both on. The HID lows take a few moments to light up and if you switch from one to another and back you would be driving blind for a few moments so they both stay on.
Apparently this setup is legal as it came stock from Acura.
Sorry, my highs are halogen, lows HID. But still, if no one's around who's to complain? If it is illegal in some states, I'd certainly like to know why.
Having low beams and high beams on at the same time is okay. Lots of cars do this, including the C6.
You are limited to four lights however. For example, you can't have low beams, high beams and foglights on at the same time. That's why fog lights go off with high beams.

WHO-RA. THAT IS EXACTLY RIGHT! Just found out a little while ago from a good source. *Again four lights on but no fog lights on. No more than four. Thank you for your post, an so be it what anyone else says.*
Low beam hid an high beam hid. On at the same time?
The retrofit HID kits are illegal. The DOT certification is for the lense with a halogen, not with a HID.
Did you never ask yourself why all the factory HID lights are projector lenses?
In the end, why even bother asking???? The people who are going to run retrofit HID kits and don't give a damn about blind the oncoming cars certainly don't give a damn about the legality of their lights either.
Oh well, I just throw the high beams on and keep on driving towards them.

No there are many cars made today that work that way stock, now modifying it to work that way may not be legal depending on how its setup, but the setup its self is legal. (if that makes any sense ... basically you gotta change the lenses like they said already)
