Yes, the VATS function has nothing at all to do with the key turning in the lock. It works with the Theft Deterrent relay and BCM to allow the starter solenoid to engage and pass battery voltage to the starter.

I suspect the Key Resistor Sensing Terminals are not working properly.

If you had the ability to look through the metal ignition cover at the insert point, I am thinking you would see this....

One good contact.

And one bad or missing (in my case)...

Yup, I'd put money on it.

You guys are right, or so far it looks that way. I removed the ignition cylinder because it looked a bit odd. Here is what I found.....

So it looks like this will need replacing. Hopefully this is the reason why my car will not start because one of the contacts is out of place.

When replacing the ignition cylinder will I get a whole new part? Because I thought I had to remove the bottom part of the cylinder in order to take the entire thing apart and ended up opening something I didn't even need and I am not sure how it goes back together. It looks like there are 5 brass rods and 3 springs. Anyone know in what order these go back or will a new cylinder replace this?

Wow, I wish you would have called. The only part(s) that should have been removed are metal. The part I bought does not include any of the switch parts. Only the locking mechanism. I started down the same path but I had such a difficult time trying it, that I had to take another approach...thankfully it was the right one. sorry about the switch part.

Here is the new lock part...

ACDelco D1473D Ignition Lock Cylinder

I am not sure I can help with the new issue, but it's possible that Bill Curlee's ignition switch repair thread may shed some light.

Should come up in a search. I have been swamped at work and I needed to upload all the pics to a host site so I could include them in the write-up.

Give me a call if you need help with the tumblers. I have to caution you that you must test and retest the tumblers OFTEN because once you put it together, if it is wrong, you will never get it apart. I can tell you how to do that if I don't get the write up posted soon enough.

I'll see what I can find out about the switch issue too.
