I commend you for cleaning out the cools and or radiator. You didn't mention it, but do you have a trash guard grill for the area right behind the bumper? I had this problem with a airborn plastic trash bag, so I bought this item, you can spend more, But why? no one can see the thing. My 2003 LS1 now runs at 195-205 in normal traffic and it'll go up to 220 if I'm stuck in traffic, and unless you live or work in or around NYC you have no idea of what "Heavy Traffic" or "gridlock is. Especially if the U.N. is in session and it's lunch time.
Mid-America sells one for $59.99. Part #618-140 It's cheap, it almost installs itself, but more important in the seven years I've had it on my 2003 nothing bigger that a fly has been able to get up into the intake area. It's held on by the six screws that hold the bottom of the bumper cover on and it sits on the center section of the air dam. It's cheap ,but it works. Not glamours, but since no one can see it, ? it's galvinized, won't rust, well not in this lifetime. Good luck !
I have one of these installed, and it does work and work well. You still have to clean out things as debris (small) will get up up high in the top and collect. I still use my air wand and even the water hose from time to time.

Made the trip, about 97 degrees saturday 196 crusing and never did hit really heavy bumper to bumper but did hit some slow spots {will somebody please explain why when 2 idiots get into a minor fender bender in the middle lane of a 3 lane road they leave the cars there while exchanging info as if it's some sort of crime scene and nothing can be moved till the cops get there!}
and the highest it got to was about 225
