Yes, the new paint in California is water base, but no they told you wrong. You don't need to do a complete paint job. A good painter can/should be able to blend the paint and no one will be able to see the difference. when I hear those comments form body shops is because they want to charge you an arm and a leg. that's not cool.

In my opinion the only way to do a paint job is to remove all pieces.

I used HOUSE OF KOLOR paint. The base is gold, and the kandy is apple red. If you are seriously considering a paint job, I would be happy to do it for you. send me a message and let me know what you have in mind.

having my car painted House Of Kolor Tangelo Pearl as we speak. It's a $9500 job and it's going to be completely taken apart, blocked, wetsanded and buffed to a show car finish. How much you will pay has less to do with materials and much more to do with how much prep you want done. Anyone who has been around paint can tell you it's 90% prep that determines the quality of the final product. Mine will have hours upon hours of prep because I'm shooting for perfection. Here's where it stands now.
It also depends on where you live. Out in S. Calif, the average I found was $6500 but out here, I found a guy very close to me who will do it for $2500 using the factory paint. He seems to be good too. Where exactly are you located out here?
Reviews have been saying that MAACO has gotten better over the past few years. Maybe you can find one locally and just spot paint the trouble areas and save yourself some coin. Just sayin'

You'll get a better finish. The factory paint (especially the clear) is VERY thin. A QUALITY paint, correctly applied, color sanded and buffed will be SUPERIOR to the factory every time.
A quality 2 stage urethane will look better and out perform a factory finish. I'm not at all impressed with the factory paint with it's pickup truck orange peal. The OP stated his hood and H/L covers have clearcoat delamination. So I think it's safe to say he is beyond a buff and wax.
As for the comment about bodyshops being rip offs. Go price the material for an overall paint job. Then figure out how long it takes to disassemble, prep, spray, color sand, buff and reassemble. Add to that the fact there is no profit to be made on parts. I'd agree with a figure of 3-5 grand around here minimum. And that's if you can find someone that wants to do it. Corvette people are notoriously picky and generally a PITA. I'd much rather work on someone's Impala.
What you need to do is learn how to paint it yourself!! I learned a few years ago on a junk yard fender. I did a color change on my car from black to Kandy Apple Red. total cost on materials $700. Oh Yea! and I painted my car in my DRIVEWAY!!
Man that looks awesome for a home job! CA isnt too far away from me lol
Thanks for the comment MotoMike2
I put endless hours to get that show quality finish.
here is a picture of the reflection off my hood.
Also here is a link to the camaro I fixed for my Brother, Oh yea I had to add a little Corvette into this Camaro. http://www.youtube.com/watch?v=mCkW9yevLKs
I bought a standard black base and mixed it a little on the gray side of black and I am going to mix paint with pearl chameleon pigment like I did on my Honda
