I'm not A/C specialist but here are my observations...
1. 50 degrees is what I like to see. I'm sure someone here knows the target temp.
2. Yes, or at least it feels & sounds like it. Maybe it is just the different air path that creates the flow/sound.

1) On max cool mine runs right at 40*. When it gets hot like right now in Southern Louisiana it takes a little longer to get it to 40* but thats where mine runs
