The entire a pillar is missing. I wouldn't spend more than 1.5k and that would be to buy it and part it out.

from what i can see you will need:

rear whel and tire
rear side marker
entire driver door
front fender
im sure the bumper needs paint
front tire [im sure that wheel is trash also]
windshild
good luck finding a frame for the windsheild bc i dont think they are sold
steering wheel and whatever electronice are trashed in front of it.
the dash likely looks like crap
if the hood is not cracked it needs new paint
and the new door will need paint

so even if you do the new parts install thats over 10K with parts and paint/body work. So 17.5ish you know you can pick up c5s for as cheap as 10K rite. Im just saying

And I paid less than this for my 2000 in near perfect condition with a spotless Carfax.

As I said, not worth the gas to even go and take a look. If he'd sell it for a grand or so it would be worth parting it out, but that's about it.

Depending on condition of air bags, computers headlight assys, etc, $7500 could be a decent price if you plan on parting it out.

Add to this frame damage at the halo. New steering wheel, and possibly dash. By the looks of the steering wheel, this thing went under something fast enough to bend the wheel. So the halo would have been used as a stop..
Maybe buy it for the drive train but not more than a grand. That frame would to iffy.

IMO, there is some very good advice being given here. That car is going to cost a fortune just in parts and refinishing, not to mention whether or not there is any frame damage. Spend the money on a car that doesn't hav so many issues would be my recomendation.
