I bought some brake caliper parts here on the forum, that required a core deposit $300. The vendor has had the cores for over week and still has not sent my refund to the credit card. He got them via UPS on 9/14. It's now the 9/24 TEN DAYS! I called and emailed and all I do is get jerked around.
What would you do? Has this happened to you? Am I over reacting?

Yes. It (a refund matter) has happened to me. Possibly a different vendor, but a similar situation.
Give him a specific time certain, beyond which you will go public and also ask CF to intercede at that time.
The fact you paid a "core charge" tells me this is likely a CF vendor as opposed to an individual. Be fair on your deadline date say, another week or so max, and document every contact whether by e-mail or phone. Stick to your deadline and follow through if necessary.
Vendors who promptly accept your money for a purchase and charge for core charges, have an absolute obligation to be just as prompt in giving you a legitimate refund.
