Saw this a few years ago. If I remember correctly, the wheel and tire is one piece and the price was around $1000 each. Today's technology is incredible but it isn't something I would go for.
It's usually called a tweel; They have been around as a prototype for a long time - a decade or so, but there are lots of practical problems with them, which I assume is why they have never come to market. Apparently the whirring wind noise they make is unbearable and if you get anything in the spokes, like a rock, a pebble, some dirt or snow they become severely out of balance.

I think those experimental tires are constructed that way for evaluation and video reasons. I'm pretty sure they'd develop a sidewall to prevent foreign objects, as well as ice and snow, from getting in there.
