Front Turn Signals

Right front turn signal doesn't work properly. Flashes fast with lights off.
Doesn't flash at all with fog lamps or headlights on. Rear flashes fast all the time. Had it to the repair shop twice, and they can't figure it out.
Any info would be greatly appreciated.

The fast flash means the bulb is dead. If a new bulb doesn't fix it you'll need to pull the lamp unit and inspect it and the bulb holder for damage.
