Default Unknown piece

I was changing front bumper and on the passenger side here was an item about 4"x4" plastic with wiring harness floating in behind bumper does anyone have an idea of what this is.

If it is on the right side it might be the headlight control box.

Car is at body shop now, but it was just black plastic item flat on on side, wiring harness on the other, didn't think to get a pic.
