Auto Zone and many other parts stores have a "Free loan a tool" program. You put down a deposit on the tool, take the tool, use it and as long as you return the tool (unbroken) you get all your deposit back.
I used this solution for the chain cutter you mention when I installed an X-Pipe on my car. Easy way to gain access to a tool that would otherwise become a "one use tool".
