Well, with more horsepower a lawnmower could do that but it's not really a valid compare. Stock vs stock is about all that can be compared without a zillion "what ifs".
Well,, if HP were unlimited and the cars were RPM limited, stock gears, the Base C5's would always have a higher top end speed just due to gearing. They wouldn't be as quick as a Z06, but top end would be base C5's. 2.73 rear end gears I believe is correct for a base C5 some available with 3.15, 3.42 for a Z06 plus the transmission ratios on the Z06 are different.
Dang it, I know I saw a spec from GM stating the Coupe top speed is 174 mph but I can't find it in the two different brochures I have for my 02. I did however find the speed of the Z06 and GM says it is "over 170 mph".
Also in the coupe, the 174 mph mark is achieved in 5th gear. I've had my nearly stock 02 Coupe up to 167 mph but my highly modified 98 Coupe only up to 150 mph. They both can go faster but I chickened out.
I believe the top speed was 178, could be wrong. The z06 is lower more so due to gearing, not aerodynamics. Yes the couple is more aero friendly, but not till higher speeds.

I am toying with testing my own car's top speed if/when I ever get the chance. There are a couple of variables though. First it is a vert so I am not sure what is the upper limits with the top in tact and what is the upper limits with the top down. Also, I think both of those might still be higher than my own personal upper limit of what freaks me out and makes me lift off the throttle. Anyway, there's a good chance that my top speed would be less than your 167 and maybe your 150 too!

With confidence I can say your top, if it is in good shape will be good at little over 180. Make sure it is well adjusted and nice and tight. Also before making high speed runs check everything on the car especially alignment and even the proper stance if the car has been lowered. Little things can become terrifying when they go wrong at high speeds and it will take some distance before you can stop the car. Best thing is to find out if there are any standing mile events in your area. Not only it is safer but there will be guys there to help you along with good advice.
