It looks like it was 3 stage Candy paint at one point. That's the hardest paint to take care of & Most expensive. I can see by the way it looks like the base coat is coming through. Probably looked better when it was first done.. Or the pic Quality just put a cloud on the car lol..

In my opinion it isn't as bad as it looks, I would be willing to say it is one solid green, It is just that the picture is enlarged from a smaller one and it went all to hell and pixelated.
