Replace, you can find them on Ebay for $200-400 price range. They need to be aligned in order for all of the panels to fit properly. They are also glued to the frame.

I'd want it fixed. Good luck finding the parts and getting it repaired.
The removal of the fender is pretty easy. There is one 7MM screw back near the door hinge that is kinda hard to get too though. The inner fender is glued on and will need some extra heat and time to remove.
First remove the lower rear inner fender cover at back of wheel opening.
This will expose the PCM etc. Then remove front lower inner fender and lower cover (protecting DELs ect)
To remove fender, take out screws along the top and two 10MM nuts attaching front surround (bumper). There is one screw under fender near rocker panel too.
Now the inner fender is exposed for removal or repair.
