Mine deteriorated too, so off I went to the local auto parts store and bought a solid rubber bushing large enough to trim and cut down to hold the PCV valve. Then after I inserted the valve I took black electrical tape and wrapped it, then applied that liquid tape in a can on it and let it dry.

Just use your imagination and figure on spending about $10.00 at the parts store.

By looking at your pic, I would degrease it let it dry, then wrap electrical tape around it(a bunch) then coat it with liquid electrical tape.

In case you haven't already, be sure to check other rubber parts of the pcv harness. There are 2 elbows that go to the valve covers, and a Y fitting behind the intake manifold. They've been in there just as long as the one in your picture, and they're prolly in the same shape. The Y fitting is hard to see.
