I still don't understand why we need to change the lights. Is it because they look cool? You don't see them. Is it because they are brighter? Well that's what your Brights are for (when no traffic)!....Just me.
No, it's me also. I find the stock lights perfectly adequate and the cool brights from others hard on my vision, be it on slick sports car or high rolling pick-ups. I'm out in the wide open west, and in fact I hardly ever use the high beams.

Just a heads up it is impossible to adjust HID lights in a stock housing, The light scatters everywhere, I went this way for a while till I bought projectors.
First, HIDs installed in a purpose-built projector not only keep you legal, but SIGNIFICANTLY help improve illumination by efficiently distributing light from the HID bulb. Often this can illuminate anywhere from 6-10 times as much area as the same bulb in the factory reflector housing.
Bi-xenon (our top-shelf version) features a Razor sharp cutoff pattern, super wide output and instant bi-xenon HID high beam that will turn night into day.
and the Non-Bi-xenon for those on a tighter budget. The pattern isn't as nice and you forfeit the HID high beam pattern, but the low beams are still legal and significantly better than an HID in the factory housing.
Please don't take this wrong.....We Need more cops like him!!! Doesn't matter how you aim them you still blind oncoming traffic. Spend the 225 bucks and get the projector lights and not only people will be able to see as they pass you so will you. It's a huge difference. Why would you put hids in a non projector housing anyways?
1: Take a pic of the hids and then with regular bulbs. Take your car in with the stock lights installed t court and bring your hids in court..
2: You get get ACA off ebay for 225 shipped also some vendors have them for more here but with halo rings..The ones for 1k are theradioflyers and they are awesome but you get some ACA and you will be set.
Two years and all of a sudden its an issue because of some cop!
Thanks for all the input. I will buy some new stock bulbs for now and order some projectors.
The quote of the AZ traffic statute is before the 2011 update which is more specific now. And it was part C that the ticket was written on.

Just my $.02.
Did a ton of reading and just didn't want to go through the problems with HID's, i.e., pissed off PoPo, color temp, bulbs burning, ballasts taking a dump, housings cracking and yellowing because they are all cheap chinese junk, etc.
Bought the Sylvania ZXE's (all HI beams). Did the low/high mod. Installed and spent about an hour adjusting them properly. Light is white and a HUGE improvement over stock set up. I can see as good and as far as anyone would need to. 2 Hours total, $60 and the PoPo are all happy.

I bought Radioflyers Bi-xenon, a huge difference from the HIDs in stock housings.
