The horn is not working and of course I am due up for inspection. There is no power at all to fuse for the horn, 11, the relay there is full current on 2 post on one side , very low on one post on the other and none on the 4th. I checked with a light touching them when plugged in but not pushed down all the way. I am hoping the relay is bad but I am not sure if I am checking it right? Any help would be nice.

You can swap the horn relay with the fuel pump relay and see if your horn works.
Thanks, now that you mentioned this I see there are several the same, The swap didnt work , I guess its the deal in the wheel !
Try cleaning the two ground buses behind each headlight before you rip the steering wheel apart. I forget whether the horn circuit is on the left or right side. However, when corrosion sets in, it can affect the hood light, driving lights, the horn, and a plethora of other gremlins. There's a good entry on the CF about these ground points complete with diagrams.

Thanks, I will do that, I really do not want to mess with the steering wheel.Its weird ,no power to the fuse.
Try hitting the "panic" button on the remote to set the horn off. It'll let you know if the steering wheel button is bad.
It helped me trace down that my relay was bad. In my case it was intermittent, and with the pulsing of the horn with the panic button, I could feel the relay and tell that it wasn't engaging when the horn wasn't blowing.

Wont go off with panic or setting alarm...so does that mean its not the membrane in the wheel?
Remove bottom paper cover and jump 12v from battery to check horns
If they sound its not the horns. If not check for a poor ground. Horns are bolted on with a single bolt. I had one bad and an intermittent membrane in the steering wheel. Traced the wiring and added a black plastic almost invisible button the the left side of where the blank DIC panel is in case my membrane goes south again. Sounds like you have a no voltage problem. Check the fuse under the passenger dash. I was looking at fuses under the hood. Horn fuse as I recall is in the other fuse box under the dash.
