I've talked with the guy that owns the Z06 and I've been able to talk him down to 24500, and the Z51 I can get for 19000. Both the cars are in perfect condition, I had the z06 up on a lift and you could literally eat off the bottom of it. Absolutely no issues with either of them. I just need to decide if the ls6 and other z06 related improvements are worth it. I am going to be tracking the car but I am not too too concerned with the lack of power, I'm more concerned with the breaks and suspension and I think the fact that the other corvette has the z51 package and Z06 wheels does a lot to close the gap but may be mistaken.
I'm liking the Z but that could be because I'm partial to the color And if there is a lack of power it can be easily fixed
I have a coupe and I've really began to appreciate the fixed roof design. You didn't mention anything about wanting to take the top off but recently they was a good DIY thread to show how to graft the targa top onto a fixed roof. The guy made it look easy and it turned out great. The best of both worlds.

You'll need to decide if you would like some open air driving and more storage space, but with the Z06 you get fewer miles, more HP, a two year newer car and some nice mods like the LT headers. If I had to make the choice and could afford the extra $$$$, I'd go with the Z06.

If it were me, and the only choices were the two you have listed there and the intention was to track the car the Z06 would be the only option. Those are some tastefully done modifications that should add a nice bump in power and after all the Z06 was built for the track!
Also just to add, in case you didn't notice there is also a cold air intake in addition to the fast manifold. Anyone that's added those 3 mods would almost certainly have had it tuned too. With a cold air intake, the fast manifold and LT's & a tune that's going to be around 400-410 whp. That car should easily be capable of a high 11 sec run.
