Yes late year 03's and all 04's had an intank fuel filter. They are not servicable, unless you were to drop the tank as far as I know. Unless you were replacing a fuel pump you shouldnt need to replace the filter. GM went to this style filter on other vehicles too, my 08 trailblazer has the same thing. My 03z was an early model year and had the typical external filter.
It was a mid year 03 change. As I said mine was an early year build and has the older style serviceable external filter back near the trans. Mid year 03 they switched to the in tank filters.
